Organisational and communications framework to manage integrated operations and decision-making in the venue

It is critical that an integrated and consistent Games-time framework is defined to ensure operations are managed by one integrated team with effective coordination between all involved. The diagram below provides an example of the venue C3 structure implemented during the Olympic Games in Rio 2016 at the Olympic Golf Course.

The Venue Operations Centre (VOC) serves as the shared administrative hub for the venue and is comprised of an open working area with ‘hot desks’ for use by Functional Areas as necessary, dedicated workspaces for some FAs and space for meetings and briefings. The Venue Management FA manages the Venue Operations Centre. The VOC also has shared office supplies and stationery and generally operates during ON & PEAK HOURS.
At the Olympic Golf Course in Tokyo, the location of the VOC is to be confirmed and the FAs sharing the space should be listed here. As an example, the FAs that shared the VOC space during the Games in Rio 2016 were: FNB, VNI, LOG, SAL, NRG, EVS, TRA, VEM, SEC.
As well as the hot desks (there were 12 hot desks in Rio), the VOC houses the Venue Communication Centre (VCC) and the Venues Security and Communication Centre, where CCTV equipment is located.[/vc_column_text][/vc_column_inner][vc_column_inner width="1/12"][vc_single_image image="12999"][/vc_column_inner][/vc_row_inner][vc_row_inner css=".vc_custom_1497619878503{padding-top: 20px !important;padding-bottom: 20px !important;}"][vc_column_inner width="11/12"][et_heading heading="VCC and Radio Communications" heading_size="h3" heading_align="align-left" heading_style="none_heading_style" heading_color="#b39758" heading_line_color="#b39758" el_class="title-brd"][/et_heading][/vc_column_inner][vc_column_inner width="1/12"][/vc_column_inner][/vc_row_inner][vc_row_inner css=".vc_custom_1497619878503{padding-top: 20px !important;padding-bottom: 20px !important;}"][vc_column_inner width="11/12"][vc_column_text]The Venue Communication Centre (VCC) is managed by VEM and is the control centre for all operational communications within the venue and communications to and from the Main Operations Centre (MOC). The VCC is usually located inside the VOC. It provides a direct, simple and effective means of communication for all operations at the venue. Designated radio channels will be monitored in the VCC to ensure that all communications are properly routed to the appropriate members of the Venue Team. The VCC also tracks issues and incidents until resolution has been verified, and issues can be closed. The VCC can also assist in passing on messages between people on different radio channels and provide information to all radio users. The VCC reports are the official record of the activity at the venue, as well as the official point for the dissemination of central operational information from the MOC to the venue.[/vc_column_text][vc_column_text]At the Olympic Golf Course in Rio 2016, there were 6 (six) VCC Operators, 1 Team Leader and 1 VCC Manager per shift. There are a number of radio talk groups that are monitored by the VCC such as:
- FOH (Front of House)
- BOH (Back of House)
- Event Services / Ticketing
- Medical
- Sport Presentation
- Sport Competition (OCOG)
At Rio 2016. the following policy was put in place for VCC Operational Hours: The VCC is operational on competition days and up to 3 days prior to the first competition day. The VCC is not operational during Fit-out, Move-in, transition and official or unofficial training. The VCC begins its operation up to 2 hours prior to Peak Hours (spectator gates opening) and will close up to 1 hour after the end of Peak Hours (or spectator gates close) on competition days. On the 3 days prior to the first competition, the VCC will operate on a fixed 8-10 hour schedule depending on the activities of the venue. This includes the Venue Dress Rehearsal. On non-competition days, during “ON” and “OFF” Hours, the venue talkgroup structure will be reduced down to 1 channel.
