How we communicate and solve issues at Games-time

The morning briefing orients the whole venue team as to the key activities on venue that day and reviews any overnight issues that need to be discussed or resolved. The evening briefing allows the team to feedback on the day’s activities and any issues that arose as well as look at the upcoming days’ key activities. During non-operational days, daily meetings should occur at least once per day. For integration and communication purposes, it is critical that all operational FAs on venue are represented in these meetings. The IGF is also represented at the Venue Team Briefings. Specific times for each briefing meeting are included in the Daily Run Sheets.

The Event Director also meets with the IGF each morning prior to and during competition to discuss operational matters and to resolve any open issues. This report should contain information about the key activities of the FA that day, main statistics and details of any regulatory inspections or other issues logged.

As part of the Dual Reporting principles, as well as the venue level reporting, each FA may also be required to report to their own FA Functional Command Centre (FCC), specifically on issues that may impact other venues.

On all operational days (training and competition days), VEM (VCC Manager and Venue Operations Manager) review all the FA Daily Reports and prepare the Venue Daily Report to be sent to the Venue Management FCC. This report should include an overview of the key activities on the venue that day, details of any regulatory inspections and any issues logged: an example of an FA daily venue report format from London 2012 is attached. The Venue General Manager  or the Event Director (according to Tokyo2020 venue structure) must review and approve the Venue Daily Report before submission each day. The template used in Rio 2016 for the Sport Operating Centre (SOC) Daily Report may be found attached, as well as an example of a MOC morning report from London 2012.

The IGF provides a written IGF Venue Daily Report with a debrief of the day including ongoing or resolved issues, to the IOC Games Coordination Office and ASOIF as required. In the months leading up to the Games, all venue issues should be logged and tracked for resolution in a timely manner,  in a report called the “Tracker”. For further information on the document, please check the section on IGF and Tokyo 2020 Collaboration. 

At Games-time, issues are to be managed in an online Issue Tracking Tool that all relevant staff and the IGF can access. Issues should be logged for either escalation, where a decision or support from the MOC is required, or for informational purposes only. Open issues should be regularly monitored and updated until closed. Any member of workforce can complete an IRC.
